The real situation

 

In Bucharest, killing of stray dogs goes on. The same teams, the “vets”, the same director of ASA, Razvan Taru, are deciding how and when the dogs are killed.

 

If a dog is caught, it will be brought to Pallady or Chiajna. In accordance with the governmental resolution anyone can adopt a dog from these bases. The dog has to be sterilized, vaccinated and will have a plate and a tattoo with an identification number.

 

It sounds familiar and simple. But in reality things are completely different.

Till now, weeks after the resolution has been published, the local council didn’t establish the tax for a dog. So, the dog is inside, maybe was sterilized some time ago and a person wants to pay to take it home. But this is not possible - because nobody knows how much the person must pay. (For any of the two cases: the dog was sterilized before catching or it will be sterilized by ASA)

This system works as it follows:

-         the person who wants to adopt a dog must contact the base responsible and Dr. Taru;

-         then he must wait (nobody knows for how long) for their decision;

-         if the answer of Dr. Taru is positive the person can go to one of the bases and can only hope that the dog is still alive.

-         even if the dog is alive the owners cannot take it back. The dogs cannot leave the base, as the “sheltering” tax has not been established yet.

-         inside the bases the conditions are horrifying: dogs (if not killed the moment they enter the base) are left to starve, in dark, dirty cages.

-         the resolution stipulates that the dogs can be kept “up to 7 days”, therefore, they can be killed anytime.

What happens at the moment in Bucharest? The dogcatchers walk around the city capturing everything they can and afterwards kill all the dogs with no discrimination. Nothing has changed.
